Be the stablecoin of the Levant. Start in Jordan.
Jordan is the most crypto-adopted market in the world, and USDT already moves there over informal P2P. Waha is the licensed platform that makes USDT the default dollar of the region.
Where this stands. The platform is built, and the Platform Operator license under Regulation No. 94 (Law No. 14 of 2025) is the company’s committed, well-advanced next step. This is a founding-partner conversation at pre-product stage: what we ask now is light, and what we commit is USDT at the center of the product. Radical honesty is the brand; every step names the gate it waits on.
Tether should be the stablecoin of Jordan. And of the Levant. Waha is how that happens, and the platform is already built to do it.
The proposition, in one lineThe default dollar of Jordan is unclaimed.
The demand exists and routes offshore today. No player has filed under Regulation 94, and no stablecoin rail is licensed. Whoever anchors the first regulated platform sets the standard.
Jordan's global rank on Chainalysis's 2025 DeFi sub-index, where USDT already moves over P2P.
Share of global stablecoin demand that is emerging-market dollar access (BCG). Waha's exact user.
Inbound remittances in 2025 at ~3.35%, the recurring real-payment flow USDT can carry.
Licensed stablecoin rails live in Jordan today. The default dollar is still there for the taking.
Why this one is Tether's to win.
Read from your side of the table: a first-mover standard, high-quality circulation, regulated legitimacy, and a repeatable regional template, at pre-product cost.
Set the default before a regional coin does.
A regulated regional stablecoin could set the standard first, the Zand dirham is the precedent. Anchoring Waha makes USDT the default dollar of the corridor while the category is still unclaimed.
Circulation that is real payments, not speculation.
Remittances, freelancer payouts, and savings, the ~25% of stablecoin demand BCG calls emerging-market dollar access. Waha is USDT circulation Tether can point to as legitimate, in-market use.
A licensed footprint in a new sovereign market.
Waha's Platform Operator license gives USDT a compliant, regulator-blessed home in Jordan, a legitimacy asset as global stablecoin rules tighten.
One integration, then the whole Levant.
Jordan is the wedge; the same rail extends across the Levant and its hardest corridors, Jordan to Syria and outbound Egypt. Waha is a repeatable playbook, not a one-country bet.
What Waha commits.
Every dollar a Waha user holds, earns, and stores is a Tether dollar. USDT sits at the center of the product from day one.
USDT as the default dollar unit.
Holdings, free P2P, and goal-jars all denominate in USDT, so the dollar inside Waha is a Tether dollar from the first account.
Incentives paid in USDT.
Acquisition and referral incentives pay in USDT, so every new wallet opens already provisioned on Tether's rail.
Majority custody in USDT.
Waha custodies the majority of user balances, and operational capital, in USDT. Every dollar custodied grows Tether's circulating supply directly.
How Waha uses the WDK today.
Not a plan. The deployed service opens a WDK wallet beside every account, derives four addresses, and reads their balances through the SDK's read-only accounts. Signing and mainnet are the two things deliberately not switched on.

A wallet per account.
Every confirmed account is opened with a self-custodial multi-chain wallet made with the WDK. A fresh BIP-39 seed per account, sealed server-side; the app is handed addresses and never a key.
Four networks from the first day.
The first receive address on TRON, Ethereum, Solana and Bitcoin, derived offline, in the order the product shows them: TRON first, because USDT on TRC20 is the rail remittances actually arrive on.
Read from the chain, not from us.
The WDK's read-only account classes read what each address holds, per chain and in parallel. A chain that does not answer is reported as unavailable; Waha never draws a zero it did not read.
Signing and mainnet wait for the licence.
No code path can produce a signature, and every environment derives testnet addresses. Mainnet is refused at boot and refused again at the read. The product says so on every address it shows.
What we ask of Tether, now.
Four light commitments for a pre-product stage. No capital, no heavy build. Together they make Waha the vehicle for USDT into Jordan and the neighboring Levant.
Become Waha's founding stablecoin partner.
A letter of intent naming USDT as Waha's anchor dollar, and Waha as Tether's regulated endpoint for Jordan and the Levant. The commitment is intent and alignment, not capital.
Co-market the dollar rail.
Joint positioning and powered-by-USDT credibility into a market where no licensed player offers a dollar rail today. Waha carries the corridor; Tether carries the dollar's name.
Product support as we build toward launch.
Access to Tether's partnership team and product surface, from the wallet development kit to low-cost USDT rails and the Hadron tokenization stack for the asset layer.
Align on USDT settlement, ready for the spend rail.
USDT as the settlement asset for Waha's trading layer and for business payroll and treasury. Joint groundwork now means spend-from-USDT ships the moment the Central Bank of Jordan opens the door.
Gate · CBJ payments authorizationThe one that matters. Everything above follows from the first: designate USDT the anchor. The rest is how two teams make that real.
Every layer we add is a new surface for USDT.
The stablecoin rail is the start. As the platform grows, each new product is another place a Tether dollar settles, holds value, and gets spent.
Tokenized equities.
Trade US equities settled in USDT. Tether's Hadron tokenization stack is the natural rail, and every equity trade clears against a Tether dollar.
Card-rails.
A bank-partnered card that spends directly from USDT balances. Card rails turn held USDT into everyday spend across the region.
Tokenized commodities.
Gram-gold savings is native here: mahr, weddings, newborn gifts. Tether already issues tokenized gold (XAUT); Waha is a distribution home for it, and for tokenized commodities beyond.
Each side provides what the other cannot build alone.
- USDT as the default dollar across holdings, P2P, and goal-jars.
- Incentives paid in USDT, seeding every wallet on Tether's rail.
- Majority custody in USDT, including operational capital, growing Tether's supply.
- The corridor and the licensed platform, a regulated door into #1-adoption demand.
- Founding stablecoin-partner status, USDT as Waha's anchor dollar.
- Co-marketing across Jordan and the Levant, powered by USDT.
- Product support, partnership team and product surface as Waha builds.
- Settlement alignment in USDT for trading and business flows, ready for the spend rail.
An incumbent wallet could add a dollar layer, and a regulated regional coin could try to set the standard first. Neither has a licensed platform live in Jordan, and the default dollar of the Levant is still unclaimed.
Waha makes USDT that default: a platform already built, the license in decisive progress, and a corridor that runs on the dollar today. The window is open, measured in quarters, not years.
A conversation for the Tether partnerships team. Prepared by Sandooq Waha, Amman.
Waha, by Sandooq Waha (Amman), is not a bank and holds no license yet. Digital-asset services require a Platform Operator license under Regulation No. 94 of 2025; stablecoin payments require separate Central Bank of Jordan authorization not yet issued to anyone. Every future layer above is intent, gated on the milestone it names.
